		<description><![CDATA[I bid to disagree. Allende&#039;s political power as Chaves&#039; originated from organized popular struggles. 

The point the author is trying to make is that unlike Chaves who gave momentum to the the organized masses through institutional changes thus fortifying the revolution, Allende trusted the existing institution would not undermine the legality thus reverting the empowerment of the masses.     

It is almost as though Chaves learned with Allende&#039;s experience. When the reactionary institutions decided to make a move, in Chaves&#039; case, it was too late for the process to be reverted.]]></description>

		<description><![CDATA[I think the author makes one fundamental (if not critical) mis-assessement in his comparisions.

This is that Allende was dealing with a captive constituency in that the electrorate was pretty near universal and trying to change the flavour of the electorate , whilst quite differently , fundamentally so, Chavez has introduced previously whole sections of disenfranchised Peoples into the democratic process and hence changed the constituency dynamic.

In short Allende can be seen as a bona-fide politician playing the electoral constituency , whilst Chavez is more like a national liberation movement leader bring non-persons into the fold.

This has meant that Chavez can lead a pan-mass movement that can democratically counter the resistance received from the establishment bureaucracy , whilst Allende unable to call on this vital counter.

Therefore i think it was not a &quot;choice&quot; of strategy in which Chavez choose the right one and Allende erred rather a case of Allende trying to reform a situation without having a mass movement to back him up.

If there is a lesson to be drawn from this , it is that first you must establish a mass movement , and only when it is established to enter into the democratic parliamentary process , a lesson that i think Imran Khan missed out on a while back.]]></description>
