The European white decendents in Santa Cruz have reaped the benefits by being more civilized and educated inherently as they are far more the reason that any business or modern progress is present, Bolivia should use this faction to educate and develope the indigeonous people and expand. The people in Cuba are poor and starving, oppressed and unhappy as they are told what to do and when.When a government tries to take away ones wealth it creates fear and anger and that is what autonomy is, not a good thing for sure but very understandable
